During the process of accessing services providedudwithin urban interior and outer spaces the elderly anduddisabled individuals encounter with a myriad ofudproblems due to the limitations posed by structuredudenvironments. This limitation hinders elderly anduddisabled individuals from mobility without assistance,udwhich in turn negatively affects their full participationudto urban and social life. Rearrangement of urbanudspaces to meet the needs of elderly and disabledudindividuals would correspondingly bolster life quality ofudthe entire range of users. Within the scope of presentudresearch, as mandated by universal design principlesudto stick to plans and designs approaches inclusive forudall users, it is aimed to conduct evaluations on the useudof urban outer spaces situated within Konya CityudCenter. In the hypothetical and theoretical part of thisudpaper, the perception of disability throughout historicaludprocess has been examined from a sociologicaludperspective. In addition, concept of universal design,udits principles and gravity have also been elaborated. Inudthe part dealing with the case study, outer spacesudwithin Konya City Center have been analyzed withudrespect to universal design principles and a range ofudsuggestions have been developed.
