Regulations Number 28 Year 2014 about Copyright declare that exclusive right given to the creator, until everyone does not to violate the right, but in a reality the enforcement of Law Number 28 Year 2014 as not a same with the expectation. The substantion on this thesis is how the role of a government to enforce the violation and the obstacles to be faced to enforce the violation. In process of government efforts will be to take a preventive and a represive for enforce the violation copyrigts, but there are obstacles for external and internal must to be faced by a governement to enforce the violations that occurred in the internet. This study uses normative method focused on Regulation Number 28 Year 2014 about Copyright. The government has been making an effort to blocked the website that allegedly infringe copyright, provide online help and socialization related to copyright in the internet. There are the obstacle that must to be faced by the government such as the broad scope so difficult to eridicate, lack of human resources and low awareness public the government should be firm to resolve the problems, provide the education, give the appeals in the media and employment for nation with high potential in the field of internet. The obstacle were not come from the government, but from the creator too such as the high cost of cinema ticket, lack of awareness of the creator, less strict supervision of the theater to make rampant of piracy. The cinema owners should be strict monitoring to minimize of piracy and the government should open up investment for the cinema industry to pressed the ticket of cinema, so that people did not need to download from the pirated, but watch directly in the cinema.
