People demand for good and clean governance is determinate by existence of serviceudthat can satisfy people interest and need. As objective of the state written in opening of theud1945 constitution that confirm that implementation of state and government only to createudwelfare society in social, economic, politic and cultural aspect article 27,28,29,31 and 32.udPerformance of government employee currently is required to improve in service aspect thatudcan give satisfaction to people.udResearch method used was evaluative method that is, this research is intended toudevaluate programs or regulation implemented. It aimed to seek facts.udResult of the research indicated that implementation of government service functionudespecially in construction of road and educational and health infrastructure in district of CityudJayapura to realize people welfare have been carried out well. The man constrain faced byudlocal government is economic and social culture constrain.udAnother constrain is lack of understanding on implementation of currently effectiveudregulation of government employee so creativity in innovation in translating the regulation inudfield is a problem of human resources. Attempts that have been done by local government inuddeal with the constrain is the by creating opportunity to increase local source income,udreforming public on regulation for government employee meeting requirements to improveudknowledge through training, seminar, workshop and further study in university.
