In which skies should auspices about the futureof EU foreign policy be looked for, Libya’s orKosovo’s? Many commentators have beenprompt in digging the grave for EU Security andDefense Policy after Member States’ discordanceover taking military action against the Qaddafiregime1. However, as this paper will emphasizethrough the case of Kosovo, unanimity is not alwaysan indispensable prerequisite – and shouldnot be regarded as the sole criteria – to EU actionin regional security. Overly focusing on the‘speak with one voice’ mantra sometimes leadsto stop short of assessing actual outcomes.
