This report presents results from the second stage of a researchudproject, funded by the Rees Jeffreys Road Fund, which aims toudassess the impact of recent changes in central governmentudpolicies and powers in relation to local government finance uponudlocal authoritiesf transport expenditure and outputs and uponudtheir approach to addressing local transport problems and needs.udA previous Working Paper (Sanderson, 1988) reviews relevantudchanges in government policies and financial control mechanismsudand identifies major research issues. The results presented inudthe present report derive from an analysis of data on trends inudlocal authoritiesf transport expenditure relative to Government'sudspending plans and expenditure provisions over the period sinceud1979/80 which attempts to identify the impact of changes inudgovernment policies and controls. Conclusions from this analysisudwill provide the basis for a more detailed examination ofudinformation relating to a small sample of local authorities fromudwhich a better understanding of cause-effect relationships willudbe obtained. The results from this latter stage of the researchudwill be published in a third working paper.ud
