The rapid increase of the number of electronic resources has forced university libraries to take their acquisition, organization, and management into account as well as their evaluation. It is no longer a question of storing information but of managing information flows. Management tools help librarians accomplish their various tasks, but these tools have evolved and the necessary computer skills have increased. Furthermore, with the implementation of institutions such as AERES and the new LOLF and LRU laws, the evaluation of structures has experienced a new impetus. Indeed, in a context where the competition between these actors has increased because of the Shanghai classification system, new public policy measures have increased the number of indicators used to estimate and check productivity as well as justify, from the first euro spent, the financial, human and material means used to reach their goals successfully.
