El objetivo de esta investigación es diseñar una metodología de seguimiento y evaluación técnica de los proyectos de investigación científica y de innovación tecnológica de la Facultad de Ingeniería de la Universidad Nacional, con el propósito de fortalecer la gestión y la financiación de proyectos de investigación e innovación. udIgualmente, se realiza una medición general de la producción obtenida en los proyectos de investigación científica e innovación tecnológica, de la Facultad de Ingeniería de la Universidad Nacional de Colombia. Este conocimiento debería crear posibilidades de mejoramiento de procesos y de generación de directrices de financiación. Con este estudio se establece una metodología de seguimiento y evaluación técnica basada en los resultados de los proyectos, se definen indicadores de producción, micro, meso y macro. A su vez, se identifican proyectos destacados y se propone mejorar el proceso de seguimiento de proyectos. Finalmente, la recomendación central es que la Universidad encamine de una manera adecuada las políticas para la gestión de los proyectos, teniendo en cuenta que el seguimiento de proyectos es un sistema complejo el cual depende de varios aspectos, tales como: contratación, ejecución de recursos y el sistema de información de investigación “Hermes”. Las políticas de la Universidad deben fortalecer estos aspectos con el propósito de cambiar la percepción de insatisfacción de los investigadores y los grupos de investigación que como consecuencia redundará en una mejor gestión de proyectos. / Abstract. The objective of this investigation is to design a methodology of monitoring and technical evaluation of the projects of scientific research and of technological innovation of the Faculty of Engineering of the Universidad Nacional de Colombia, for the purpose of improving the management and the financial resources for these projects. Likewise, it is carried out a general measuring of the production obtained in the projects of scientific investigation and technological innovation, of the Faculty of Engineering of the Universidad Nacional de Colombia. This knowledge should create possibilities for improving the processes and to generate financial guidelines. This study establish a methodology of monitoring and technical evaluation based on the results of the projects, also are defined indicators of production. At the same time, noticeable projects are identified and are proposed to improve the process of monitoring of projects. Finally, the central recommendation is that the University directs in a way adequate the politics for the management of the projects, keeping in mind that the monitoring of projects is a complex system which depends on various aspects, such as: contracting, execution of resources and the investigation information system "Hermes". The politics of the University should fortify these aspects with the purpose of changing the perception of dissatisfaction of the investigators and the research groups that as consequence will improve the management of the projects.
