摘要

En este artículo se presenta una metodología para realizar el análisis de calidad sobre el mapa catastral, basándose en las herramientas que brindan los sistemas de información geográfica (SIG) de licencia abierta (pública o libre). Los errores presentes en el mapa catastral tienen un impacto directo sobre los sistemas de información, de forma que pueden llevar a la toma de decisiones erróneas y al aumento en los costos de mantenimiento y actualización de los datos espaciales. La metodología desarrollada fue utilizada y probada por el Programa de Regularización de Catastro y Registro de Costa Rica; como producto de este  programa se ha creado un mapa catastral continuo para Costa Rica y sobre el mismo se procesarán las transacciones catastrales y registrales dentro del Registro Nacional de Costa Rica. La metodología permite detectar, localizar y clasificar los errores del mapa catastral para su corrección, de forma tal que este mapa represente de forma correcta la realidad de los predios que lo conforman. Abstract This article presents a methodology for quality control of the cadastral map based on the tools provided by Open Source Geographic Information Systems (GIS). Errors in the cadastral map have a direct impact on information systems that may lead to wrong decision-making, increase cost of maintenance and updating of the spatial data. The developed methodology was used and validated by the Costa Rican Cadastre and Register Regularization Program. As a product of this program, a continuous cadastral map of Costa Rica was created to be used for the cadastral and registry transactions within the National Registry. The methodology allows the detection, location and classification of errors in the cadastral map in order to be fixed to ensure that the map is a correct representation of the parcels.
