Conceptualisation de la Gouvernance des Systèmes d'Information : Structure et Démarche pour la Construction des Systèmes d'Information de Gouvernance
IT Governance (ITG) is the responsibility of the executives. ITG is an organization for decision making and addresses important concerns for chief information officers (CIOs) to ensure, over the time, that changes enable the IT to meet the needs of risk mitigation, regulatory compliance, creation of value, or alignment. Like many business activities of organizations, the ITG should find tooled responses through IT applications. Although these tools exist, they are never developed by considering the ITG activities as a whole. We respond to this lack of consideration by the conceptualization of ITG. We have proposed REFGOUV (REFerence model for GOVernance). It builds the architecture of ITG concepts. PROGOUV (PROcesses model for GOVernance) is our second conceptual proposal: it lets us build the dynamic framework for handling REFGOUV concepts. The strength of our approach is that it incorporates a cycle of governance as a decision-making and intentional process based on the analysis of differences between an expected situation of governance and findings. Decisions have an endogenous impact on the IT projects portfolio and governance goals. This research has been validated by several studies: the case PAPCAR is an application sample of REFGOUV and PROGOUV to a business situation. A second study focused on confrontation of the conceptual strength of REFGOUV compared to those of CobiT, ITIL and COSO. This study shows that REFGOUV has the ability, not only to implement the concepts of governance frameworks, but also to expand them. This thesis can thus build the domain knowledge of the ITG and consider the construction of an IS integrated and aligned to the activities of IT governance.
