Le partenariat entre acteurs de développement en faveur de l'égalité femmes/hommes : enjeux, freins et perspectives. Étude de cas : réflexion sur la politique d'appui aux partenaires du CCFD-Terre Solidaire en Amérique Latine et aux Caraïbes

Equality between women and men is widely recognized as an important challenge for development. The Gender and Development approach uses the concept of gender to propose a reflection on the nature of the relations between men and women. Its aim is to identify and question the present domination system. This development approach is widely embraced among international organizations and by a majority of NGOs. Many actors of local development, convinced of the necessity to work for gender equality, have difficulties to transform their commitments into acts. Several forms of resistance can be identified. First, the partnership strategy between actors of development in the North and the South appears like/seems to be a relevant form of improvement on this issue. The French development organization CCFD-Terre Solidaire wishes to redefine its partnership strategy regarding this issue in Latin America and the Caribbean. But the frontal opposition from the Catholic Church on this topic creates difficulties for the work of this Catholic NGO. Thus, the relevance of the partnership strategy is questioned. The present study aims to update the data on the issue and to broaden the analysis of the positioning of development actors on the theme of "gender", in order to reflect the new realities of organizations and establish new foundations for their work, while questioning the partnership strategy as a solution.
