The goal of women's liberation in 1970's was to improve the condition of their vocational education. They emphasized that women received technical education for production. Congress amended the vocational education law to eliminate sex discrimination and sex stereotyping in 1976. As a result, any State should assign full time personnel who call coordinator for eliminating sex discrimination. In appointing the state advisory council of vocational education the Governor or the State board of education shall insure that there is appropriate representation of both sexes, but, have no rule that women members must be as many as men. Industrial arts assist in meeting the purpose of this law. Agricultural Education and industrial arts were male-centered in 1960' s. Women teacher and girls pupil were increased gradually with the development of feminism.
