Design considerations were examined for a flow system for transient electrical laser experiments. After a brief review of corona discharge gas flow interaction phenomena, the choice of the size and operating conditions of the discharge cell are discussed. Once those parameters are established, the flow system, which consists essentially of a Ludwieg tube, is designed. Attention is paid to flow starting times, to the available time of steady state flow, and to the effects of the boundary layer on the core flow. Suggested experiments and instrumentation are given in this report
