Contracting in expeditionary operations is not new.What is new is the scope and magnitude of the rolesthat contracting and contractors play in today’s militaryoperations. Lack of planning and sound contractintegration at the strategic level leads to inefficiencies,ineffectiveness, and, in many cases, outright fraud. AnnexW, Operational Contract Support Plan, is the overalloperations plan for Geographic Combatant Commandsand the Services within the Adaptive Planning andExecution System framework. The authors propose anIntegrated Planner and Executor (IPE) model for operationalcontract support and its integration into Annex Wand existing war planning systems by congressionallymandating, authorizing, and funding IPE positions withinService structures. The IPE would be vested with theauthority to establish, monitor, and manage Annex W.
