The Board has expressed Its concern on a number of occasions duringudthe year on the effect of substance abuse, whether tobacco, alcohol or drugs.udWhile the figures for tobacco seem to indicate that anti-smokingudprogrammes are meeting with some success nevertheless we cannot beudcomplacent. In the field of alcohol and drugs however, we are dealing with audseriously growing problem, end the Board must redouble its efforts both withinudits own services and in co-operation with the other responsible authorities touddeal meaningfully and effectively with these scourges of our society.
