Development of a diabetes register in Ireland : feasibility study for the establishment of a register

The HSE National Diabetes Programme was established in 2010 to decrease morbidity and mortalityudfrom diabetes in Ireland. One of the key priorities of the programme is to set up a register of alludpeople with diabetes in order to facilitate organised care and screening for complications.udThis report provides valuable practical advice on how a register can best be established andudmaintained at the present time. Healthcare systems, and particularly clinical systems, in Ireland areudnot well integrated or developed. This lack of integration, standardisation and in particular the lack ofuda unique identifier has militated against the provision of disease registers in the past.udHowever, the extensive work carried out in this study on the practicalities of establishing a diabetesudregister from existing data sources and estimating its completeness provides clear recommendationsudon how the Diabetes Programme should proceed.udThis work will also inform the National Diabetic Retinopathy Screening Information System Project.udThe National Diabetes Programme endorses the findings of this report and would like to thank theudProject Team and all who contributed to this study.
