This thesis identifies and traces the key factorsin Australian society up to 1975 which led to the CommonwealthGovernment becoming involved in the provision of domiciliaryservices primarily for aged people. More specifically thefocus in the thesis is on the origins and implementation of theStates Grants (Home Care) Act 1969-73, the Delivered MealsSubsidy Act 1970-74 and associated Commonwealth legislation.In carrying through the study a number ofapproaches are en1ployed. The process of development of thefactors that gave rise to the Commonwealth Governments''Home Care Programme" is traced from colonial times up tothe period 1969-1970. the implementation of the relevantlegislation is described, and the National "Home CareProgramme" is evaluated.Alfred J. Kahn's model of social planning has beenused as a conceptual framework in the selection of historicaldata for the thesis and also as a theoretical model against whichthe Commonwealth's "Home Care" policies are evaluated.
