Henri IV et les traités de « paréages » pyrénéens : un exemple de compromis politique entre le centre et la périphérie

Henry IV and the Pyrenean « paréage » treaties : an example of political compromise between the Center and the Periphery. The Prince of Bearn was informed of the functioning of « lies et passeries ». In a context of extreme tension between France and Spain, their conduct sought to preserve armed peace along the border and liberty of commerce with the Iberian peninsula. Henry IV brilliantly demonstrated his devotedness to « forale » liberties and to « faceries ». The « patz » were always renewed under the control and with the consent of the sovereign prince who intervened only when these quarrels risked starting a real international conflict. The « faceries » thus constituted a good local example of the art of governing in the Old Regime on the basis of a compromise between central and local powers.
