Grands barrages et aménagements locaux : la prise en compte des synergies d'impacts dans la gestion environnementale (Major dams and local building : the consideration of the impact synergies in environmental planning)

摘要

Abstract. - The 9 major dams and inter bassin tranfers (IBT) which transformed the Orange River into a "Plumbing system" have been highly criticised for the damages they cause on the river ecology. But the Orange river was far to be in a primitive state when they were built in the 1970s : significant modifications in the river channel have been taking place at a local level, especially in the irrigated areas of the middle reaches. The central hypothesis of this paper is that the effects of IBT cannot be properly understood without considering their interaction with the environmental impacts of small weirs, levees and canals.
