Les réseaux techniques face aux inondations, ou comment définir des indicateurs de performance de ces réseaux pour évaluer la résilience urbaine (Urban networks and floods : how to define performance indicators to evaluate urban resiliency)

In France, as in the rest of Europe, river floods have been increasing in frequency and severity, there are more and more instances of rivers bursting their banks, aggravating the impact of the flooding of areas supposedly protected by flood defenses. These circumstances oblige to manage flood risk by integrating new concepts like urban resilience design. We define urban as the capacity of a city to absorb disturbance and to recover its functions after it. Moreover we use this concept in the continuity of vulnerability studies. Then we propose to study urban networks performance for assessing urban resilience. For this we use a systemic approach.
