Public-private partnership and infrastructures and urban facilities investment The public-private partnership (PPP) only applies to a restricted field, but it can be a remarkable tool of modernization and effectiveness of public action. It has to be considered less as a legal and financial arrangement than as a practice of public management. To deal with the public-private partnership, this article tries to answer some basic questions : - what is the PPP ? - what is its usefulness ? - what are successful conditions ?
