Abstract. — The organisation of town planning will be transformed with the French decentralisation law which gives new competences to local administration. The study about Grésivaudan valley (near Grenoble) is an illustration of local capacity in doing initiatives for action and inleading discussions about planning. Accent is placed on limits to local communities autonomy. Decentralisation is involving a new idea about collective or personnal responsabilities. She is creating a new control for town planning.
