The current approaches in investments economic evaluation for transport infrastructures seem to take into account in transport cost reductions or savings as the main criteria to achieve profitable investments. The role of a transport infrastructure and its effects on spatial organization and development are more often than not neglected. It also seems that such approaches are elaborated through focusing on social and economical situations that are typical of developed countries rather than of developing countries. However, in recent years, the spatial impacts or effects are regarded in the realizing of transport infrastructure construction and improvement projects. From a spatial point of view, transport infrastructures must be emphasized as an instrument for spatial development. It is vital to stress on such effects as: market extensions, an increased accessibility to farther centres or social amenities, the induction of development into unprivileged regions and the levelling of spatial development from a region to the next. For these approches to adjust to developing countries, they must be able to address such problems as the modern/traditional or urban/rural dichotomy, market restrictions for some agricultural and industrial domestic products, restrictions in governmental budgetting and the unbalanced spatial distribution of infrastructures and social facilities. So, in view of the arguments above, this study proposes an allocating procedure for transport infrastructure investments (the AFFINAE procedure). Spatial development and equilibrating the disparity in transport infrastructure service levels among regions are taken into account in the AFFINAE procedure. This disparity problem is regarded as the main cause for an unbalanced spatial organization in developing countries. The application of the AFFINAE procedure to a rural local road project in East Java, Indonesia, seems to offer adequate effectiveness, especially with regard to restricted governmental budgets, to realize the corresponding projects or targets. This constraint is very often encountered in transport investment programming in developing countries.
