E-Learning plays an important role in ourudsociety today; hence, higher institutions now offerudcourses through distance learning. Several studies andudmethodologies towards improving e-Learning haveudbeen proposed and provided. However, not too manyudworks are dedicated to the design and implementationudof e-Learning for the visually impaired learners. Sightudchallenge is a serious form of disability, yet, theudexisting e-Learning platform (web, mobile, etc) haveudnot devoted enough attention to the plight of theudvisually impaired particularly in the area of usability.udThe objective of this paper is to present an intelligentudspeech-based e-Learning system with dual interface –udVoice User Interface (VUI) and Web User Interfaceud(WUI). Case-Based Reasoning (CBR) was engaged toudprovide intelligent services. Voice Extensible MarkupudLanguage (VoiceXML) was used to develop the VUI,udHypertext Preprocessor (PHP) for the WUI andudApache as the middle ware. The VUI and WUI areudaccessed through mobile phone by dialing a telephoneudnumber and the WUI using the Internet respectively.udThe e-Learning system will especially be useful forudstudents who are visually impaired and those withuddyslexia ailment that make reading, writing andudspelling difficult. The application will complement theudexisting e-Learning systems such as web-basedudlearning, m-Learning and others.
