Com o fim da Guerra Fria, ocorreram alterações significativas no contexto internacional, tornando obsoleto o anterior conceito de segurança voltado para a ameaça de agressão entre Estados.O novo conceito de segurança tornou-se mais abrangente e surgiram novas perspectivas da segurança: segurança humana, segurança societal (ou identitária), segurança ambiental, segurança colectiva e segurança cooperativa.Este novo conceito de segurança enfrenta novas ameaças de carácter global, que surgem num contexto internacional complexo e marcado pela globalização: os conflitos regionais, o terrorismo internacional, a proliferação de armas de destruição em massa (ADM), o crime organizado transnacional e as agressões ao ecossistema, entre outras.Neste novo contexto é necessário repensar as formas mais eficazes para a edificação de uma segurança global. O instrumento militar é um dos instrumentos para a edificação da segurança, sendo importante analisar quais as características das operações militares que melhor respondem a este desafio.Existem, no entanto, alguns perigos na adopção de um novo conceito de segurança abrangente, que não devem ser esquecidos: a deriva securitária, a guerra preventiva, o uso do direito de ingerência humanitária para outros fins, a ameaça ambiental provocada por interesses económicos e o desrespeito de valores universais.Este estudo faz uma análise do actual contexto internacional, caracteriza o novo conceito de segurança, identifica algumas das novas ameaças, descreve as condições necessárias à edificação da segurança, identifica as características das operações militares que melhor respondem aos desafios da segurança e analisa os perigos de um conceito de segurança abrangente. Abstract: With the end of the Cold War, there were significant changes in the international context, becoming obsolete the old concept of security based on the threat of aggression between States.The new concept of security has become more comprehensive, and emerged new perspectives of security: human security, societal (or identity) security, environmental security, collective security and cooperative security.This new concept of security is facing new threats of global character, occurring within a complex international context marked by globalization: regional conflict, international terrorism, proliferation of weapons of mass destruction (WMD), transnational organized crime and assaults on the ecosystem, among others.In this new context is necessary to reconsider the most effective ways for building a global security. The military instrument is one of the instruments for building security, being important to analyze the characteristics of military operations that best meet this challenge.However, there are some dangers in adopting a new concept of comprehensive security, which should not be forgotten: the drift securitarian, the preventive war, the use of the right of humanitarian intervention for other purposes, the environmental threat caused by economic interests and the disrespect of universal values.This study is an analysis of the current international context, characterizes the new security concept, identifies some of the new threats, describes the necessary conditions for building security, identifies the characteristics of military operations to better respond to security challenges and examines the dangers of a concept of comprehensive security.
