O Exército Permanente Português – dos ensinamentos da escola militar francesa do Marechal Turenne às influências multilaterais dos nossos dias

Desde o surgimento do Exército Permanente Português, na época da Restauração, até à actualidade, que este tem sido objecto da influência de modelos externos nos domínios da arte militar. O objectivo deste trabalho é construir um Paradigma ou referencial de adequação desses modelos externos. Procurando contribuir para futuras adequações do Exército e para o correcto enquadramento da multiplicidade de influências externas. Para o materializar traçou-se um percurso cuja pergunta de partida era saber «Como se tem processado a adequação das influências externas no Exército Permanente Português?».Em termos metodológicos, com vista a responder à pergunta levantada e atingir o objectivo proposto, adoptou-se uma abordagem holística. Através do método hipotético-dedutivo, foi levantado um corpo de conceitos interrelacionados. Dispostos entre si de forma sequencial, pretendiam materializar, em termos teóricos, os vários passos integrantes de um processo de adequação de modelos externos. Desta forma, estabeleceram-se as possíveis fontes da adequação, os seus agentes, as formas de que se revestiu e as diversas áreas abrangidas. Por último, levantaram-se hipóteses tentando estabelecer relações entre os vários conceitos, procurando a sua validação através da aplicação do modelo construído a vários «estudos de caso», recolhidos da História do Exército Português.Quanto às principais conclusões obtidas, verifica-se que a principal fonte da adequação tem sido a existência de uma ameaça latente ou efectiva aos interesses nacionais. Mas também é necessário ter em conta as alterações nas normas culturais como um poderoso factor de mudança, e as inovações tecnológicas, enquanto veículo de uma adequação completa e eficaz.Sobre os agentes de adequação, a sua preponderância evoluiu ao longo do tempo, mas hoje assiste-se a uma conjugação de dois preponderantes: o Exército Português como motor principal e as alianças e organizações, na vertente segurança, que o País integra, devido à sua capacidade influenciadora. No que diz respeito aos modelos objecto da adequação, através de emulação ou adaptação, estes são condicionados pela Potência com a qual, em cada momento, Portugal se encontra aliado.Por último, de relevar que quanto mais contribuem todas as fontes de adequação em todo o processo, maior se revela a abrangência das áreas sujeitas à adequação e mais se prolonga o seu efeito. Por outro lado, só atingindo todas as áreas de adequação é que o processo tenderá para a obtenção, por parte do Exército, de uma verdadeira vantagem competitiva. Ou seja, quanto mais abrangente e articulada for a adequação, mais facilmente se atingirá uma verdadeira Transformação do Exército. Abstract: Since the raising of the Standing Army, during the «Restauração», until modern days, the Portuguese Army has been the object of significant influence from foreign models in the various domains of the military art. The purpose of this paper is to build a Paradigm or model for the adequacy of those foreign models. So that it may contribute in future transformations of the Army, to establish the right frame for the multiplicity of foreign influences. To achieve this, the following question was made «What was the process of adequacy of influences of foreign models in the domains of the military art, in the Standing Portuguese Army? ».In terms of methodology and to answer the initial question, a holistic approach was used. Through the deductive method, it was raised a body of sequential, interconnected concepts. They were arranged in a way as to represent theoretically, the various steps of the process of adequacy of foreign models. Thus, it was established the possible sources of the adequacy, its agents, the ways it could adopt and the various areas affected by it. Then a series of hypothesis were raised, trying to establish the connection between concepts. Their validation was ascertained by applying the model to a series of «case studies», presented by the History of the Portuguese Army.As to the principal conclusions, it verifies that the main source of adequacy has been the existence of an imminent or real threat to the national interests. However, it is also necessary to take into account the changes in the cultural norms has a powerful factor in change and the technological innovations, as a vehicle for the adequacy to be complete and effective.About the agents of the adequacy, their relevance has evolved with time. Now days we are seeing the conjunction of two major ones: the Portuguese Army itself, has the main driver and the alliances and organizations, in their security role that the country integrates. In concern to the foreign models themselves, they are conditioned by the Main Power with which Portugal has an alliance.It should be highlighted that the more the involvement of the different sources of adequacy, the more areas are subject to the process and the longer last its effects. On the other hand, only reaching to all the different areas of possible adequacy, there can be a real competitive advantage to the Army. Meaning that the more widely and the more articulate it is, more easily there will be a Transformation of the Army.
