Exemplified in the Sustainable Development Goals, this report examines how and to what extent the term “Sexual and Reproductive Health and Rights” is integrable in the global development agendas. Informed by Amartya Sen and Mahbub ul-Haq, and based on the Human Development paradigm and a capabilities approach to development, clarification of the term SRHR is developed by seeking out the different stances on the elements and the use of term in its entity. An analysis of the conflicts of interest behind the disagreements on the integration of the term in the SDGs is carried out with a focus on the values behind the objections against the integration of the term. It is deduced that especially religious and cultural values are reason for disagreements, and the question of whether a global development agenda can be drawn up without consensus is raised.
