The National Network of Public Libraries Program was created in 1987 under a new national policyto develop pubic libraries in Portugal. This new policy has adopted an innovative model, stressing the active relation and cooperation between central and local government. This paper presents a short overview of the evolution of this Program highlight the challenges for public libraries in the information society. To face the new paradigm is essential that the national policy for public library sector improves a new rhythm to the process of update the portuguese publiclibrary and consequently the National Network.
