Coercion loses ground to cooperation as the State’s main mechanism to obtain information. E-Gov emerges in this context and is influenced, also, by the evolution of software applications from virtual environments to agents of sociotechnological systems – whose functioning depends on the dynamic cooperation of human and artificial agents.This article presents the concept of sociotechnological system and considers its application to e-gov,illustrated by means of a sociotechnological description of the Brazilian Lattes Platform for science and technology information and knowledge. That kind of description allows for the conjecturing and investigation of the emergence of sociotechnological e-Gov systems and their properties.
