Who’s Leading Whom: Leadership PAC Networks through the Republican Era of Congress

The Republican Leadership in Congress pursued aggressive strategies of partisan discipline from the 1994 revolution through the end of that era in 2006. Anecdotally, Republican leadership built tight donor networks and demanded partisan loyalty from K Street. This paper uses Social Network Analysis to examine the structure of those relationships over time. Specifically, I examine PAC giving to, from and between leadership PACs in Congress from the beginning of the Clinton presidency through the end of the Bush (43) presidency.
