Performance Auditing of Energy Management Programs

With the oil crisis of the 1970's,energy management programs became importantto both the private and public sectors. Butwith the decrease of oil prices in the mid1980's, interest in energy conservationprograms has declined. Nevertheless, energyconservation remains an effective way toreduce operating costs without cuttingservices. This paper describes a reviewprocess that can be used by managers andengineers to improve an organization'soverall energy management program. Thisenergy management audit, as it is called, ismuch more than an energy audit; it is anassessment of the organization's entiresystem of controlling energy costs.The energy management audit discussedin this paper divides an energy managementprogram into five major areas. Each of theseareas is subdivided into basic elements whichcan then be analyzed and evaluated to see ifmeets the needs of the organization. Theresults of the audit provide specificrecommendations for improving theorganization's energy conservation programcost effectiveness and efficiency.
