The Energy Services Agreement: An Approach to Energy Conservation and Management in a Multi-Building, Multi-Use Facility

The Texas Southern University case studydescribes an innovative conceptual approach to comprehensiveenergy management involving an agreementwith a qualified energy services company to install a building automation system (BAS) and energyconservation measures (ECMs) campus wide and providestaff training, supplementary maintenance andguarantees of savings achieved. This is accomplishedthrough a three-stage process of qualification, preliminary selection, and contract negotiation. TSU's approach relies on the servicecompany to provide the engineering, but uses anoversight engineer to provide project integrity. InTSU's case, financing was not required and supplementarymaintenance has been rebid. The Universitywas able to capitalize on Federal funding andrenovation monies to help make the approach aninitial success.
