摘要

This paper briefly describes an ongoingenergy retrofit program, the WeatherizationAssistance Program (WAF') of the TexasDepartment of Housing and Community Affairs.After briefly reviewing the various parametersthat one needs to consider for proper baselinemodel development, this paper illustrates thedifferences in energy savings one would obtainby direct utility bill comparison as againstweather normalizing. Next, PRISM (PRIncetonScorekeeping Method), a widely usedmethodology and software for determiningretrofit savings, is presented and discussed. Theimportance of assuring proper data quality ishighlighted and its adverse effects on thebaseline model is illustrated with data from twoCollege Station homes.Finally, this paper presents preliminaryproblems encountered while preparing inputdata for PRISM runs for 462 houses in 59 Texascities under WAP. Common problems in theutility bills and temperature data from NationalOceanic Atmospheric Agency (NOAA) arediscussed and recommendations to avoid suchdata quality problems are made.
