The Conceptions of a Socially Oriented Economy and Conductive Approach as Contensive Basis for Public Policy in the Sphere of Local Socio-Economic Development

The publication is aimed at forming a contensive basis for public policy in the sphere of socio-economic development at the local level. To do this, the authors analyze the key conceptions and theories describing the existence of a socially oriented economy, and carry out an analysis of the relevant actions at the local level in Ukraine (based on the analysis of the target programs of the largest cities). The publication uses a generalization of existing theories and conceptions of socialization of the economy with allocation of their most important ideas. The existing city target programs of the largest cities of Ukraine (Kyiv, Kharkiv, Dnipro, Odesa, Zaporizhzhia, Lviv) is aggregated by groups. A comparative analysis is carried out between the groups of city target programs, key ideas, conceptions and theories describing a socially oriented economy. The comparison results in the conceptual focus of the target program groups. This issue is important, because today the process of urban development in Ukraine goes on in face of the existing need, which as a result blocks quality development. Presence of such a relationship will provide the development of city target programs in the future to use the conceptual developments of the socially oriented economy, as well as increase the level of systemacity in the socio-economic development of cities in Ukraine. The results of the research can be used as a contensive basis for the elaboration of local development strategies, plans of socio-economic development and local target programs.
