The study was based on the image on the cover of Gatra. On the magazineudcover looks small wooden boat overloaded due to be loaded by fourteen peopleudinside crashing ocean waves big enough. Caricature drawings contained in theudmagazine's cover carried reshufflle associated with President Susilo BambangudYudhoyono to the United Indonesia Cabinet by adding thirteen new deputyudminister. The addition is believed to improve government performance and bringudbetter governance in the future.udThe method used in this study is a qualitative descriptive semioticudapproach. In this study using the theory of Charles Sanders Pierce. Data wereudanalyzed using an approach that divides the concept of Pierce signs the sign intoudthree categories, namely icons, indices, and symbols and meaning using triangleudconcept.udFrom the analysis of these signs can be drawn a conclusion that is made upudof icons, indexes, and symbols in this study are related or linked. The existence ofuda sense of optimism within the meaning of SBY to bring better governance inudspite of considerable challenges and little doubt of the thirteen new deputyudminister.
