For the first time in U.S. history, the protection of books and othercultural resources became an official war aim during World WarII. Examining the broad historical process by which this policy wasformed and executed, this article focuses on three key factors: thenew role of intellectual and cultural elites, who forged close ties withthe state; the expansion of intelligence gathering and its unintendedconsequences for the preservation of cultural material; and the extraordinaryactions of individual librarians, curators, and ordinarysoldiers on the ground, who improvised solutions to the problemsof preservation and restoration.
