Incidence of Adverse Medical Outcomes under Prospective Payment.

The report examines links between prospective payment for hospital care and adverse medical outcomes, using a longitudinal data set of almost 30,000 Medicare recepients, with over 40,000 hospital admissions, in New England between 1981 and 1988. Findings suggest that under the Medicare prospective payment system there has been an increase in readmissions and a decrease in in-hospital mortality. Much of the increase appears to be due to financial responses by the hospital.
