EPA's initial approach to reduce the exposure of the population to the 189hazardous air pollutants (HAPS) identified in the 1990 Clean Air Act Amendments (CAAA) involves voluntary reductions in the release of the HAPS to the atmosphere by manufacturers and users of the HAPS. Later, EPA plans to specify engineering-based control requirements on these manufacturers and users of HAPS. The above approach differs markedly from the 'control with compliance' approach that EPA used in the 1970's to reduce the exposure of the population to the six criteria pollutants (CO, NO2, SO2, O3, particles and Pb). The first part of the report describes why this difference occurred and identifies opportunities the current approach provides to those who develop, manufacture or install stack gas monitoring equipment and those who serve as consultants in pollution control matters. The second part identifies five emerging issues addressed in the CAAA of 1990 and how suppliers of pollutant monitoring equipment can assist EPA in addressing these issues.
