Keeping Up with Out Nation's Migrant Students: A Report on the Migrant StudentRecord Transfer System. Executive Summary

The National Commission on Migrant Education aims to increase the value of theMigrant Student Record Transfer System (MSRTS) to the migrant student and family, as well as to local schools responsible for ensuring continuity in a migrant student's education. After reviewing the MSRTS, the Commission made six recommendations for immediate as well as future actions: Significantly reduce the migrant student's MSRTS record to essential data on school enrollment and health status; Increase direct access of local educators to MSRTS; Provide a role for migrant students and their families in MSRTS; Conduct a technical assessment of MSRTS with an independent research agency, such as the National Research Council, and/or federally funded research and development centers (FFRDC); Design data-quality procedures in MSRTS to ensure completeness, accuracy, and security of student information; The Secretary of Education certify that state agencies are complying with the requirements for the MSRTS before approving their applications for migrant programs, in order to ensure that all essential information on migrant students and only such health and education data (demographic data for enrollment and eligibility, grade placement, previous school attended, secondary credit accrued, immunization data, and life-threatening medical conditions) be transferred in a timely and efficient method. Some of the recommendations contained in the report are being actively worked on by state directors. Such state and local initiative must continue if the recommended reforms are to be widely implemented. The Commission is confident that through the joint efforts of Federal, state, and local personnel, MSRTS will realize its potential.
