Report of the Secretary of the Treasury on Issuance of U.S. Government Securitiesto Small Investors

Section 1207 of the Financial Institutions Reform, Recovery, and Enforcement Actof 1989 directs the Secretary of the Treasury to report to Congress on whether issuance of U.S. Government securities in small denominations benefits small investors, increases the participation of small investors in offerings of such securities, and promotes savings and thrift by the average U.S. taxpayer. The report concludes that U.S. Treasury securities are readily accessible to small investors. Treasury securities help to promote savings and thrift. The Treasury administers the national debt at the lowest cost that is consistent with orderly financing.
