Joshua Tree National Monument was established by Presidential Proclamation No.2193 on August 10, 1936, (50 Stat. 1760). Annual visitation to the monument passed the one million (1,026,430) visitor mark in 1990. Within a 100-mile radius of the monument there are over 12 million potential visitors. In 1984 the National Park Service (NPS) prepared a Transportation Study/Road System Evaluation for Joshua Tree National Monument. The funding authorized by this act
