According to the detailed analysis in the report, ILEVs would provide substantialemission reductions compared to LEVs and other conventional vehicles. The evaporative and refueling emissions (vapor emissions) from ILEVs are estimated to be near zero. With the near-elimination of vapor emissions, ILEVs are expected to emit about one-half the volatile organic compound emissions as other LEVs. The report also concludes that ILEVs are expected to result in little or no detrimental effect on traffic flow in HOV lanes. This conclusion was derived from studying the HOV lanes in Los Angeles, Houston, the District of Columbia, and Seattle. Overall, the report concludes that widespread and rapid introduction of ILEVs would generally offer significant air quality benefits to socieity wherever they are used, and that the prudent use of TCM exemptions and incentives could encourage these purchases without significant impact on the effectiveness of the other programs.
