In the Netherlands the municipalities are responsible for providing and maintaining facilities for the collection and transportation of waste water. Sewer management, the subject of this study, addresses the tasks municipalities have in maintaining the sewer systems. Sewer management covers not only the technical aspects but also the financial means, organizational needs and the justification of all efforts within the municipal decision process. Which decisions constitute adequate sewer management can not be defined in advance, as each municipality needs to make its own trade-offs through political decision making. At this time, it is not possible to distinguish good from bad practice, as a normative reference model is missing. The objective of the study is to develop such a reference model. The reference model will have to be complete, correct and independent of organization structure and size.
