This report was developed from presentations made at a policy forum held inSeptember 1991, combined with additional case studies and editorial commentaries developed since that meeting. Its purpose is to present the discussion of telecommunications and economic development in a format that exposes state and local policy makers to the issues while offering practitioners ideas on how to implement strategies designed to take advantage of their respective localities' changing economic base. The primary reason for holding the forum and developing this report is to bridge the gap between telecommunications policy being developed at the federal and state levels and rural economic development policies being developed in localities.
