Quality of Care Skills and Capacity Building for Quality Assurance/Improvement. Executive Summary

The June 1991 conference was a pilot to assess the effectiveness of short, intensive continuing education Institutes for stimulating interest in the development of quantitative skills for health quality assurance/improvement (QA/I). Practical use of quality of care measurement concepts and methods with problem-solving examples specific to internal and external QA/I were emphasized in all marketing materials, technical manuals, lectures, labs, and discussions. Twenty-eight (28) participating quality assurance professionals completed participant profiles, knowledge pre-tests, knowledge post-tests, and course evaluations. Fifteen (15) also completed three month follow-up knowledge tests and information forms. Post-test and three month follow-up scores were significantly higher than pre-test scores, without significant knowledge decay during the three month interval. Participants reported the Institutes stimulated interest in acquiring additional knowledge on the use of quantitative methods in quality assurance activities. The eight-member Task Force which guided the project strongly urged federal funding for developing additional educational programs.
