Telecommuting Pilot Project. Progress Report to the Legislature as Required bySenate File 508

Senate File 508, passed during the 1991 legislative session, required the IowaDepartment of Transportation (DOT), in cooperation with the Iowa Department of Natural Resources (DNR), to conduct a pilot project to implement telecommuting in those agencies. Two studies were previously conducted by the Iowa departments of Personnel (IDOP) and Management (IDOM) to determine the feasibility of, and interest in, telecommuting. Neither earlier study recommended telecommuting in Iowa, based on the high start-up cost compared to the low estimated energy savings. The authors objective is to develop a pilot with a high probability of success, while studying ways to reduce obstacles which are likely to result in failure.
