Integraal Verkeerstoezicht in de Subregio Leiden: Effecten op het Gebruik van Bromfietshelmen (Integral Traffic Enforcement in the Subregion of Leyden: Effects on the Use of Moped Helmets).

This paper describes one section of the Leyden publicity and enforcement campaign carried out jointly by both national and local police (see IRRD 855464). The section covered in this report was moped helmet use. Enforcement was limited in scope, and publicity was also less than that provided for other parts of the campaign. The effects of enforcement and publicity were investigated by means of a before and after study on the use of helmets, to which a few questions were linked in order to ascertain the attitude of moped riders to helmet use and their evaluation of the risk of being caught. The results of the before and after study showed a slight improvement in the use of the helmet, especially regarding fastening the chin strap. This was accompanied with a slight insignificant improvement of attitudes towards wearing the helmet. Despite a slight improvement in the use of moped helmets, usage was alarming. Riders were still not convinced that they would be caught not wearing a helmet. However, it appears from the results of the before and after study that increasing the possibility of being caught can lead to better helmet use.
