Evaluation Design: 'Healthy Start'. A Presidential Initiative to Reduce InfantMortality

The report documents the design of an evaluation that will determine whetherHealthy Start has been successful in reducing infant mortality, improving infants' and mothers' health, and enhancing perinatal outcomes; if so, why; if not, why not; and what would be required for a similar effort to succeed in another setting. The plan calls for a national evaluation that will be conducted by a federal evaluation contractor and for local evaluations that will be performed by individual grantees.
