A generalized methodology is presented for comparing the costs and safetybenefits of alternative hazard mitigation measures for a large LNG vapor release. The procedure involves the quantification of the risk to the public before and after the application of LNG vapor mitigation measures. In the study, risk was defined as the product of the annual accident frequency, estimated from a fault tree analysis, and the severity of the accident. Severity was measured in terms of the number of people who may be exposed to 2.5% or higher concentration. The ratios of the annual costs of the various mitigation measures to their safety benefits (as determined by the differences between the risk before and after mitigation measure implementation), were then used to identify the most cost-effective approaches to vapor cloud mitigation.
