For over 30 years the Food Stamp Program has provided benefits in the form ofredeemable coupons. Some policymakers, nevertheless, have argued about the merits of providing cash instead. This controversy of coupons versus cash is the object of four of these papers. The merits of applying technology to benefit issuance and service delivery is discussed on the fifth paper about Electronic Benefit Transfer. The final paper examines the application of electronic mapping to Food Stamp research and case management.
