Outline for a Global Environmental Strategic Planning Excercise (GESPE-Project)

The report describes the results of the first phase of the Greenhouse Gas PolicyExercise project. It provides the terms of reference for the project, comprising a description of the simulation models to be used as well as a theoretical design and an indication of clients and set-up of the policy exercise.
